Hi Alan,

that sounds like a good plan. I can confirm that at some point I did
have a working set-up for PLplot, CMake 2.6.x and MinGW.

To be clear:
- I use the GNU compiler suite configured and built for MinGW.
- I run everything in an ordinary DOS-box (where the path is expanded
   to access the compiler suite and win-bash)
- I do _not_ use the MSYS environment at the moment
