Hi Arjen:

It appears from what you have said that Tcl 8.4 is not really ready
for UTF-8.  Thus, I don't think our Tcl-8.4 users should expect UTF-8
support from us so I suggest we simply ignore UTF-8 for the Tcl-8.4
case.  As time goes by that should be less and less of a PLplot
limitation as everybody moves to Tcl-8.5.

So using that philosophy here is what I propose we do to put this
issue to rest.

1. Please test your proposed change under Tcl-8.5 using the
test_noninteractive target. I assume you will modify the source
statements in examples/tcl/x2[46] and also the source statements in
examples/tcl/standard_examples.in and
examples/tk/standard_examples.in.  The test_noninteractive target only
tests examples/tcl/x??, but if the -encoding flag for the source
command works in that case I assume it will also work in the
standard_examples(.in) Tcl and Tk cases (for Tcl-8.5).

2. Commit your changes.

3. Configure test_tcl.sh(.in) so it skips the unicode examples for Tcl
versions less than 8.5.  Also, configure
examples/tcl/standard_examples.in and examples/tk/standard_examples.in
to skip the unicode examples and also drop the -encoding flag on the
source command.  I can handle all these configuration issues.
