I am fine with putting off the release date by a few days if Arjen
thinks that is all that will be necessary to deal with the additional
non-Fortran and non-Qt issues that Phil has spotted for his particular
Windows platform.  But if it is going to be a lot longer than that
(say if Arjen knows that CMake has issues for Phil's particular
Windows platform) perhaps it would be best to release on the 14th as
originally scheduled with a remark about which Windows platforms work
and which do not.

Arjen, please respond as soon as possible since I need guidance from
you on what to do here as release manager.
