Aside from the mem device, there is also extcairo which allows you to
provide your own Cairo surface to plot on.

Given the current PLplot API, this would have to be done by Cairo
directly using the extcairo device, or approximated with polygons.

I'm not sure about this one.  I do not think that PLplot has this
specific functionality built in.   This could be attained by using
Cairo directly with the extcairo device.

Text rendering for the Cairo-based output devices is done with Cairo +
Pango by default.
