The reason why I ask "where" is if this is from our wiki I would like
to correct it since it is incomplete (it omits setting rpath
information).

My guess is that is an error message from the run-time loader.  One
way to avoid this issue is to set rpath.  See
<prefix>/share/plplot5.10.0/examples/f95/Makefile for an example of
how our traditional build system (based on make and pkg-config)
handles this issue.  Another possibility is to set the environment
variable LD_LIBRARY_PATH to help the run-time loader find the
installed version of libplplotf95d.so.11 that you just built on your
system (if that is what you did, see first question).
