I know it is true for Linux and OSX (as UNIX descendants). On Windows the
situation may be less straightforward if you include system-defined environment
variables, but I have been forced to restart some program that would start
other programs more than once, because the changed environment was not
automatically copied into the child processes. If somebody else has evidence to
the converse, I will stand corrected :).
