A command-line option would be a good idea, but the parser could also be
modified to use the 'lang' attribute of the <html> tag:

  <html lang="en">...</html>

The default would be English (I know, I know...US or UK...but I think
there is a "generic" English hyphenation file, at least in the fop
distribution).  The command-line option could be used to override
whatever is specified in the file.
