Personally, I like having as many options as possible.  I suppose if things
get out of hand, one might need to have some "advanced options" dialog.  But
given that it takes very little programmer effort to make some behavior
switchable, I often get annoyed at programs where various kinds of behavior
are not switchable.  Of course with an open source project, all behavior is
controlable by a user with a compiler. :-)
