new -fragments feature.  (So that it can become configurable
from the desktop GUI.)

I would suggest putting it under either Formatting 
(because it is) or Output - Advanced Options (because
people probably will not want to change it very often).

Best for viewers starting when?  Does the recently 
released 1.4 viewer handle it, or do they need a
beta from somewhere?  

Should this become the default for new desktop 
releases, on the assumption that most people will 
get a new viewer at the same time?

Is there any disadvantage to this, other than 
backwards compatibility?

Backwards compatible = a safe default?

But if this is also backwards compatible, it is probably
a better default than fragments=link.  Still not as good
as fragments=seamless, if that is safe.
