Backwards compatibility of the file if you make it available for people with
old viewers.  I would make --fragmentation=seamless default, and add some
helpful note somewhere in the docs about how the files produced won't be
compatible with pre-1.5 versions.  (Basically, these users will see only the
first 32K of each page.)

Slightly.  I doubt one would notice it unless one had 3 megs of html or
something like that.
