Is this backwards compatibility for old viewers viewing documents in the new
format, or backwards compatibility for new viewers viewing old format
documents?

Well, I've posted a patch as part of a bugtracker feature request.  The
new-style links would obviously not work in old viewers.  I guess I should
explore what such documents would do in in the unpatched viewer.  I fear
that AnchorStop() called without an active anchor might screw things up.  (I
wonder, by the way, if for more robust handling of non-conforming input,
DoAnchorEnd() shouldn't have a test for tContext->activeAnchor before it
does anything?)

Since the patch only adds an additional function, it shouldn't affect the
viewability of old-format documents in the patched viewer.
