I think the only current way is to create them on the PDA.  There doesn't
appear to be any conduit, etc., for pulling the annotations off the PDA
either.

Through a new function code which references the unique ID generated from
the docName, record ID, and paragraph offset (+ char offset?) of the
destination pdb?

How would you specify this kind of a link in your source html?  If notes are
supported, I'd find this feature more useful in the body of the annotation
than in the document itself.

Do I understand that you are referring to the annotations themselves being
Plucker documents?  This sounds pretty cool, especially considering my
'links in notes' comment above, but seems much more complicated than a
text-only notes feature.  With notes, IMO it's most important that they can
be created/edited on the PDA as I would think most people will want to write
notes while reading.

It would be sweet to have multiple annotation databases per pdb as well.  In
the context of Pluckerbooks, it would be ideal to distribute commentaries in
this way.  Footnotes as well.

You could integrate the concept of 'tours' discussed in the past by adding
navigation actions for prev/next annotation.
