You may want to try the tool I wrote awhile back, Plucker Bookmark
Assistant:

        http://freshmeat.net/projects/pluckerbookmarkassistant/

        It may help.

Plucker Bookmark Assistant will take a standard bookmarks.html file
from Netscape (OS/2, Windows, Unix, or Linux format) and parse out the
folders and links, and create a Plucker-compatible output for you. You
can redirect it to a file, or to STDOUT, so you can cut-n-paste into
your Plucker configuration. It includes lots of error trapping, as
        well as fault-tolerance.
