If you own the HTML that gets turned into the plucker document, then you could add the bookmarks as normal HTML links.
However, if you want to define the bookmarks on the palm, then I don't think its going to be possible. I'm not a Palm programmer, but I can think of two possible ways of doing this and they are both nasty.
