Aportis has a PDF converter that does essentially the same thing as the web app: extracts all _text_ from the PDF to a doc file. It does _not_ preserve formatting or import graphics. You could then use Doc Reader under Windows to convert the Doc file to a text file, and use Convert to Plucker to put that in Plucker format. (Yes, Convert to Plucker works on plain text files.)
