Try downloading and using the "jpluck-2.1.2-setup-jre.exe" version. It
includes a local version of Java for JPluck only.
Try going to the command line, cd to the JPluck directory and run "java
-jar jpluckx,jar" to see what error messages it's generating.

I would echo David Desrosiers suggestion to upgrade to a more recent
version of the viewer, but perhaps hires.plkr.org needs to be updated to
reflect the fact that nearly all of the options that were previously
included only in the hires version are now in the main branch (which has
progressed a _long way_ since the latest builds available at
http://hires.plkr.org/download.html
What they mean is bring up the "application menu". In recent versions of
PalmOS, you can do this by tapping the menu icon next to the Graffiti area
or tapping the title bar. In recent version of the Plucker Viewer,
there's also an on-screen menu icon in the Toolbar when you're viewing a
document.
