Inside Windows Explorer, select the Tools menu, "Folder Options", "File 
Types", HTM (and HTML) files, Advanced.

Add to the options "Convert To Plucker" and the command line...
  "yourpluckerdirectory\Plucker\plucker-build.exe" -H file:"%1" -f "%1" -s 
CONTEXT_DEFAULT

It doesn't actually require PluckerDesktop, and doesn't invoke it.  This is 
approximately what the Desktop installs, except it puts in a separate text 
label from key name, which you can't do from inside Explorer options 
because Explorer assumes if there's no explicit label, the key name is 
meant to be the label.
