Plucker Distiller in Java for Mac - ?

On the downloads page, I found the old link to the Plucker Distiller in 
Java (old version) file: plucker-build-1.2jar.zip.  Does this work with 
Mac OS X 10.1.5?  If so, do I need to download a Java Runtime to make it 
work?

Any information regarding this would be greatly appreciated.
