I had to set
internationalization_enabled=0
once again after installing 1.6 over 1.4.0.2
otherwise, the locale cannot be set error appears again

I just did a clean install of 1.4.0.2 here on XP Professional build 2600.xpsp2.030422-1633, and I was getting the same 'locale " could not be set' error. It took me a few minutes to realize that the "Search" capability is broken in XP, and repeated searches for 'plucker.ini' turn up nothing. I had to manually poke around to find it. Once I changed the 'internationalization_enaled=1' to 'internationalization_enaled=0', the locale problem went away.

Now to figure out why MS broke "Search" in this build of XP Pro.
