I did a clean install on my notebook which has never seen plucker before,
and it also happened.
I get
locale 'xxx' can not be set
and xxx really are strange non ascii characters

Does this also happen if you completely uninstall 1.4.0.2, remove the C:\Program Files\Plucker directory, reboot, and reinstall from 1.6.0.0?
