Currently, he has the QOTD on the opening screen, and i is a JPG picture. What tools would be necessary to convert this into a pdb on the server? And can a channel be set to point just to a pdb file?

How about he just creates the Plucker .pdb with the QOTD himself, and offers it for download from his website. It would greatly reduce his bandwidth (vs. having thousands of people spidering his site for the QOTD at random intervals of the day and night), and he could have more visual control over what the QOTD in the Plucker document looks like.
I'd suggest that to him. He could use it as a way to jumpstart subscribing users also, by putting some information in the document that explains how to "Get more access", etc.
