What application did you use to save the pdf as a .html file.
Adobe Acrobat 6.0 Professional (not cheap!)
Incidentally, I called the 9/11 Commission today, to check on their redistribution policy, and was told that it is freely redistributable, under no copyright restrictions whatsoever.
This means we can put it on the Plucker homepage for download..
It also means I need to make a nice, professional, clean copy for redistribution to others, and see how popular this thing can be ;)
