Looks kinda like your cups.conf is hozed up:

of /etc/cups/cupsd.conf.
Maybe move it to /etc/cups/cupsd.conf.old, let it regen (assuming it
does that here), and try to re-set it up? Or comment line 3 in
cupsd.conf first that it dislikes...
Never had to get too intimate with cups myself. :)
