conceded on the torrent point. Cox does limit BW at the cablemodem end (I can monitor configuration changes). that and their "up to" argument in both their contract and advertisements leave open the ability for them to limit lower than the maximum advertised.
I have already caught them shaping my BW (even though they have flatly denied that they are using the technology in DSLreports and other places). so, they can either complain, ot shape my BW, but they really shouldn't be doing both (its disingenuous). anyway, I am still seeding at 200KiB/sec and every few minutes I see it drop to 0 with a bunch of rat packets.
