Red Hat 9.0 is now old. Go for mandrake if possible.

Red Hat does not have mp3 support by default. You
will have to install the mp3 plugin.

btw did you try searching on google.com for this?
http://www.google.co.in/search?hl=en&q=RedHat+9+mp3+problem&btnG=Search&meta=

And the plugin is at:
http://ftp.freshrpms.net/pub/freshrpms/redhat/9/xmms-mp3/xmms-mp3-1.2.7-21.p.fr1.i386.rpm

Maybe you should shift to Mandrake or something if you
are using the comp for personal use.
