Since this is a Pune mailing list, I assume you are from Pune. There are lot of companies in India, especially web hosting companies who use and work on LAMP (GNU/Linux, Apache, Mysql, PHP). And for providing web hosting services, I believe, you don't need a lot of people (in hundreds). Even with few good administrators you can manage your servers and clients' databases. In fact, most of this work is being out-sourced to India. Its just that it isn't a large-scale operation. Only your infrastructure needs to be important. Hence, people recruit php developers or administrators through contacts and mailing lists. There isn't a need to advertise in the newspapers.
