+1 to Thunderbird.  The last I checked (about a year ago) it supported
only mbox format.

IMO, IMAP is the best option as suggested by Nilesh.   When you change
service provider you can copy the messages from server.old to
server.new from within the IMAP client (Thunderbird).

But since IMAP is not acceptable to the client, then s/he has to deal
with portability of data when they migrate desktop  from Linux <>
Windows <> OS X unless the "home" dirs are served by NFS/Samba.
