Atril as well Okular handle it well for me when it concerns IT returns or related communications.

Most likely it's not an issue with Okular or your PDF reader.

Best... Try downloading and using Adobe Reader. It also works.

You want to read password protected PDfs stored on local drive without
supplying the requisite passwords?

I knew it looks confusing.

To keep it simple & straight forward, I want to click and open ITR
files which are in PDF format & are password protected.

When I click on those PDF files, the PDF reader is supposed to show
password prompt right?
Unfortunately below mentioned pdf readers ain't showing the prompt
hence nothing happens.
Those readers works perfectly when I click and open non password
protected PDF's stored on local disk drive in Ubuntu.

discuss illegal activities here on the list. If it is otherwise please
proceed further and please explain what I may be missing..

You have not mentioned that it happens to be your own local drive and you
are just annoyed of supplying many different passwords one by one.
