Perhaps one of the things a member in the province would need is
assistance from the group when he/she wants to have a similar Tech
session/Installfest to promote Linux in the province.

And of course similar privileges offered by PLUG to its members in
GMA (easy access to distributions, be able to attend PLUG meetings 
officially when they can, etc.). And the prestige of being called a true
PLUG member (not just some guy in the mailing list).
