No, its not. Even the commandline fdisk can have problems, particularly
when the disk is shared with another OS which has a different idea of what
the CHS mapping will be. If its a Linux-only drive, then yes, the problem
is simpler. However (check the IDE documentation) overly large disks still
cannot be handled by fdisk unless you pass the appropriate CHS parameters.
