there are two sections that you should look under and enable PTY options
under *BOTH*.  you only enabled one (the one in filesystems).

1) Under the FileSystems section:
        [*] /dev/pts filesystem for Unix98 PTYs

2) Under the Character devices section:
        [*] Unix98 PTY support
        (256) Maximum number of Unix98 PTYs in use (0-2048)

This should show some visible changes once you recompile and reboot.
