Did you run the squid server?

Squid is not run by default fresh from installation. You need to run it by
saying

chkconfig --add squid

and then restart your computer, or manually say

/etc/rc.d/init.d/squid start

Of course if you installed squid from a tarball, you've done the wrong thing.
go install the squid from the RH 6.0 install CD

rpm -ivh /mnt/cdrom/Redhat/RPMS/squid*.rpm
