Your /etc/squid/squid.conf should have

http_port 8888

and your browser's http proxy setting should be

proxy-server-name       port: 8888

For this to work.

And:  Your server should be up and running.

Do a 

ps ax

and see if there is a process named "squid"

If not, then look at /var/log/squid/cache.log
to see what might have caused squid not to run correctly.
