Another lan card is not needed, you can
assign a secondary ip on the existing lan card
using ifconfig

ex. 
/sbin/ifconfig eth0:0 192.168.0.254

but ... having another lan card facing your private network
is usually the better approach.

If you already installed squid, your users can have WEB access
even w/o ip masq.

But if you would like them to have other types of access (ex. IRC) , you
need to setup ip masq.

On how to setup ip masq. pls. read the previous posts ..
I think it has been discussed very thoroughly.
