I was thinking it might be configuration of the [hosts.allow] and
[hosts.deny] file, because the reverse is successful (server can telnet to
the client).  Contents of the files on the server:

[hosts.deny]
ALL:ALL
portmap:ALL

[hosts.allow]
swat:    127.0.0.1    10.0.20.
portmap: 10.0./255.0.0.0
