Not entirely so. There is an SVGALIB version which doesn't require X on
the client side (but yes, on the server side).  I haven't used it because
I generally just use VNC for Linux/Windows remote control as you describe.

If you are working with Windows - your screen is getting refreshed on both
sides.  But with the XVNC server the screen is not visible unless you run
a viewer on the host as well.  The XVNC server supports multiple
connections, but the W95 one doesn't.

Me neither.  The nice thing about VNC is that the protocols are open and
you should, in theory, be able to develop a client for just about any
platform: hence clients for WIndows, DOS, GEOS, etc...
