it was your squid2 private ip address advertise as source ip address to
those uncacheable website with an url contains of cgi-bin (it prefers to
direct connection than to your parent squid1). to solve this problem, let
the squid1 force to get those uncacheable sites in behalf of squid2.
try to use this squid.conf at squid2:
cache_peer 10.10.10.5 parent 3128 3130 no-query default
never_direct allow all
prefer_direct off
fooler.
