First 28 bits identify the vendor. The second 24 is the vendor-assigned OUI
that is (supposededly) unique. 

Actually, 2 of the 24 OUI bits have special meanings and can change under
certain circumstances.

See arp(8). "arp -a" should tell you the IP and hardware addresses of the
machines you're talking to. A professional network admin would have
maintained a database of the hardware addresses of each interface in
his/her network.
