I got my copy from someone who was selling his for PhP1,500 if I recall rightly. Beat everyone else to it ;) But you're right, not even IBM was selling copies, not to consumers anyway.
As to reverse-engineering OS/2: dropping support and development != waiving copyright. IOW, copyright law still prohibits reverse-engineering. If not copyright law, the OS/2 EULA.
