.ph? i don't know. but for .com, .info, .net, .org, etc. I would go

When i thought i have a problem (but there wasn't.) i called them, and
after 15 minutes, a live person handled my call. Was impressed
considering i only paid $9 US/year.
You are in luck today, goddaddy has a promotion until sep. 30 where
you can get a domain for only $1.99 US/year. That makes it one of the
cheapest domain registry right now.
