Before we do something like this, let us first ensure that we have enough people and the infrastructure to support this. As Dr. Lallana mentioned to us during our induction[1] last year, with the lack of capable support and technical expertise our proposed system would fall apart. The adoption of FOSS in government, education and other sectors would still have a long way to go, and mere legislation won't solve the problem on the lack of support.
