My own interpretation of Commissioner Lallana's statement is that government can't do it alone. Any legislation would fall apart without a capable technical support mechanism. Government can't provide that -- ASTI and CVISNET are too small to do it all. It is therefore up to the private sector to provide that support. The lead organization IMHO could be PLUG. The parallel here is the E-Commerce Act, which should've opened up opportunities for the private sector. I don't really know the extent of private sector participation in e-enabling the various gov't units -- it seems that a lot of them relied on internal resources. It might not might not be the same for a hypothetical FLOSS bill.
