The guidelines[1] contain the information that you'd need, as well as the PLUG constitution[2]. I suggest people would read them thoroughly, as many tend to misinterpret the intentions presented therein. The PLUG membership is intended to work like a key of trust in a meritocratic system - we figured that this is the surest way to ensure that applicants do exist (and not just some fictitious figure), and that they would be really interested in advancing the organization. In effect, those people listed are among the people who can be contacted to "sponsor" new applicants. Think of it as a referral, and not some "elitistic" mechanism.
