yeah, after i sent that mail i got myself a copy of trickle. yup, it only simulates low bandwidth, but not latency. BUT sort-of latency because when the "link" is congested packets start getting lost.

Anyway, the only way I could think you could simulate high latency is
to make a proxy (not an HTTP proxy) and introduce some delays there.
