Much as I hate to admit it, Orly is right. so is Junix.
My explanation. Everybody is lazy...generally, because that is the path of less resistance. Rather than find it yourself, isn't it easier to just ask and be answered?...That makes the difference between people who learn to teach and people who learn to forget.
But to continue the argument, even if you create a PLUG-advance and redelegate PLUG-newbies to PLUG, it will minimize the problem but not eradicate it, and becomes worse as the population of Linux users increases. Why? The term "Advance" is relative -- what is basic to a seasoned linux user may be advanced to new users.
Therefore there are only 2 choices -- one -- set up a web forum instead where all answers are directed, or grin and bear it.
