There's also Dokuwiki that doesn't use a dabatase backend.
And I also might pmwiki to the mix. Doesn't use a database backend. Adding users is a bit of a pain, though, because the last time I checked you had to do it using the .htpasswd file. Other than that, quite flexible and good enough for building web sites quickly.
