Hmm, this may be a rad idea, but instead of using email for collaboration, why don't you use a wiki _inside_ your company's intranet, and let your users use that to post their stuff (specs, concerns, whatever.) You can even have several wikis, one for each (sub)project, then use InterWiki magic to link them altogether. Wikis are fast becoming the workbooks of today, the full and empowered use of which is what Fred Brooks has (and still is advocating ;) Anyway, wikis won't replace email collaboration altogether, but rather complement it.
