Just a suggestion:

Maybe you could create a one page weekly PLUG newsletter, containing two to 
four open-source related articles, and asking the major publishers (i.e. 
Computerworld, Technoprise, Inquirer I.T. section, etc...) to insert it into 
their publications, prior to distribution.  You could even tap into their 
existing "open-source related" advertiser base to sponsor the PLUG newsletter 
to increase the chances of acceptance.

As an I.T. manager, I would really enjoy reading well-written, local articles 
on a regular basis.
