It is reasonably compatible in that you can probably open such a file
and extract what should be in there, but to expect that you would not
wind up destroying the formatting is an unreasonable expectation.  The
level of compatibility you expect isn't even available for documents
made by Office 97 and Office XP (but of course, the format trashing is
less).  Basically, as long as MS maintains its tight hold over the
Office file formats, this will never, ever, be possible.  Microsoft has
ever been an enemy of interoperability, and continuing to use their file
formats is aiding and abetting them in that.  The MS Office import
functions in OpenOffice were meant as a measure to help people migrate,
not to allow people to continue perpetuating these closed file formats.
