It doesn't matter if it is a DSL, Leased Line, or Wireless, etc. as long as somebody will peer with you and you have your own AS number and IP block. I know someone who did this on a DSL and they were using a non-portable IP block so in effect they were leaking IPs to another provider.
That's the point. Who's gonna give you an AS number and IP block when you're on a rinky-dink DSL line? the whole idea of doing BGP when you're on a rinky-dink DSL line just makes me laugh.
